Arkansas AI Publicity Rights Law (HB 1071, Act 159)

The Arkansas AI Publicity Rights Law, passed as HB 1071 and enacted as Act 159, amends the Frank Broyles Publicity Rights Protection Act of 2016 so that AI-generated reproductions of a person’s photograph, voice, or likeness are covered by Arkansas’s right of publicity. It was signed February 25, 2025 and has been in effect since August 2025.

Using an AI-created image or voice clone of someone commercially without consent now violates the same law that protects against unauthorized use of real photos and recordings. The statute treats a synthetic version of a person the same way it treats the genuine article.
