Kentucky SB 4, the Artificial Intelligence Governance and Synthetic Media Elections Act, does two things at once. It sets standards for state government AI use and creates liability for deceptive synthetic media in campaigns. The law has been in effect since March 24, 2025 under an emergency clause.
Government AI Standards Under Kentucky SB 4
The law establishes an Artificial Intelligence Governance Committee and requires the Commonwealth Office of Technology to set policy standards for responsible, ethical, and transparent state government AI use, codified at KRS 42.720 to 42.742. That includes data privacy safeguards, employee training, and public disclosure through clear disclaimers when AI systems are used for certain purposes.
Synthetic Media in Elections
Using synthetic media in campaign communications to fraudulently misrepresent a candidate or election official without clear disclosure creates liability, codified around KRS 117.322. Victims can seek injunctive relief and attorney fees. Campaigns in Kentucky should label AI-altered content, and vendors to state government should expect AI procurement standards.
