The Delaware AI Medical Licensure Law (HB 191) clarifies that a nonhuman entity, including an agent powered by artificial intelligence, cannot be licensed as a professional nurse, APRN, practical nurse, physician, or physician assistant in Delaware. It has been in effect since April 23, 2026.

Beyond licensure itself, the law bars nonhuman entities from using protected titles such as Dr., RN, or PA. An AI system cannot present itself to patients under a credential that implies a licensed human is on the other end of the interaction, no matter how capable the underlying technology is.

AI systems can support licensed clinicians in their work, but they cannot themselves hold medical credentials or present themselves to patients under protected professional titles.
