The New Hampshire AI Chatbot Law (HB 143), enacted as Chapter 270 of 2025 and signed August 1, 2025, prohibits operators of AI chatbots and similar generative services from directing communications to children that facilitate, encourage, offer, solicit, or recommend harmful acts. It has been in effect since January 1, 2026.
What the New Hampshire AI Chatbot Law Prohibits
Covered harms include exposure to adult content, illegal drug or alcohol use, self-harm or suicide, and violence. The law amends the child endangerment statute and creates a civil cause of action, putting chatbot conduct toward minors squarely inside existing child protection law.
Enforcement and Liability
Operators get a 90-day cure period before Attorney General enforcement. Children or their parents can sue for damages starting at 1,000 dollars per violation plus attorney fees, making private suits a realistic enforcement path.
This is one of the first state laws putting direct liability on chatbot operators for harm to minors. Any company offering companion or roleplay AI accessible to New Hampshire children needs age-aware content controls in place.
