The Utah Digital Content Provenance Standards Act (HB 276) requires large generative AI providers, meaning systems with more than 1 million monthly users accessible in Utah, to embed provenance disclosures in AI-generated content. Signed March 24, 2026, its provenance requirements take effect January 1, 2027.

What the Utah Digital Content Provenance Standards Act Requires

Large online platforms must detect, disclose, and preserve provenance data in distributed content, and the act sets requirements for camera and capture device makers around latent content credentials. The Utah Division of Consumer Protection enforces the act.Together the two parts make Utah one of the first states with a content provenance mandate, similar in spirit to the C2PA labeling standard.
